Their Elimination

Abstract
One of the main socio-economic problems of today's development in Uzbekistan
is the problem of unemployment. Unemployment is one of the key indicators for
determining the overall state of the economy and evaluating its effectiveness.
Unemployment is a typical feature of the market economy, and the population growth
will lead to an increase in labor resources. This necessitates employment and job
creation. Therefore, many years, the solution to the problem of employment in the labor
market is one of the major challenges facing the world. This article discusses the causes
of unemployment and how to address them.

The problem of unemployment is not only a problem of economic but also a
public issue. If unemployment continues to grow under the influence of some factors,
the problem of unemployment is also a factor for other problems in society. One of the
main socio-economic problems of today's development in Uzbekistan is the problem of
unemployment.

This requires a thorough research, a comprehensive theoretical analysis and, in
this context, elaboration of practical recommendations for employment of the able- bodied population of the country, reducing the level of unemployment to a minimal
level, i.e. socially acceptable level. Therefore, the purpose of the present study is to
study the problem of unemployment, to analyze and eliminate them, and to identify
opportunities for employment growth in the labor market of Uzbekistan.
Unemployment leads to the loss of a major part of society, a major part of labor,
which significantly reduces the country's gross domestic product and national income.
Obviously, it does not have full capacity to use existing labor resources, and it does not
limit its production capacities. Thus, the unemployment rate is one of the key indicators
in determining the overall state of the economy and its effectiveness. It is therefore
crucial to study the issue of unemployment in the Republic of Uzbekistan.
Growth of the population will lead to an increase in labor resources. This
necessitates employment and job creation. Therefore, many years, the solution to the
problem of employment in the labor market is one of the major challenges facing the
world. It requires new approaches to solving it. It is important to analyze the causes of
unemployment, to create new forms of employment, to develop a system of temporary
employment, to set up private agencies to support employment, and to develop small
businesses and entrepreneurship, which are mainly in developed countries.
In this regard, the President of the Republic of Uzbekistan Sh.Mirziyoev
emphasized in his speech at the enlarged meeting of the Cabinet of Ministers dedicated
to the main results of socio-economic development of the country in 2016 and the most
important priorities of the economic program for 2017: “At the same time, ensuring the
integration of each graduate into a particular organization, its future job, salary and

social conditions should be clearly defined. It is necessary to consolidate all these with
legal acts, and most importantly, not only the commitment of the managing subject, but
also his personal responsibility. Only in this way we can fulfill the commitment of the
state to students and their parents. Similarly, it is necessary to develop and introduce the
practice of graduates of higher educational institutions of the republic”. [1]
The implementation of the constitutional right of citizens to work at a new stage
of ongoing reforms in Uzbekistan is being implemented in the framework of the basic
principles of the state policy. One of the main factors in creating a job in the
development of any state, providing employment, creating decent work conditions for
the population, and thus improving the welfare of the population. In our country, serious
attention is being paid to the issue on the programmatic approach to this urgent issue,
and concrete measures are being taken. Its objective is to implement a set of
interconnected and interrelated measures to support the employment of the population
through the mobilization of the capacities of the regions and sectors of the economy and
to assist in the development of effective forms of employment, taking into account the
demographic and labor market factors.
The Strategy for Action in the five priority areas of the Republic of Uzbekistan
for 2017-2021 has been adopted [2]. Paragraph 4.1 of the action strategy is as follows:
- Creation of new jobs and provision of employment of graduates of the
population, first of all, secondary special and higher educational institutions, ensuring
the development of balance and infrastructure of the labor market, reducing the
unemployment rate;
- Creation of conditions for full realization of labor and entrepreneurship activity
of the able-bodied population, improvement of labor quality, expansion of system of
professional training, retraining and advanced training of the needy persons.
